Breed ID...Welsummer?

I have heard that they are on the aggressive side by some, and on the friendly side by others. I have never owned any though.

Thanks for the ID. The tail being darker threw me off but I guess all the pics I see they do have dark tails. Comments on temperament? Have heard rhode Island roosters can be mean.

I've had RIR roosters a few times, and they were never mean. It's the individual that matters more than the breed.

Your boy seems to have frostbite on his comb. Antibiotic ointment should be rubbed on it daily. The affected parts will probably fall off eventually.

Yeah we had lows around -20F for about a week. Kept it as draft free and warm as possible

He's not a Rhode Island Red (R.I.R).
At best he's a Production Red (PR) which is a R.I.R cross, most likely with a leghorn.

That's probably a hatchery-quality Rhode Island Red.

Looks like a RIR cross or production red to me. I have a roo & he's not aggressive. However, I have heard that RIRs do often tend to be on the aggressive side. That doesn't mean every roo will be mean, though.
Would not recommend "treating" the frostbite. It will heal on it's own, so long as he's not exposed to more freezing temperatures during healing. If it becomes inflamed/infected, then you will need to intervein with antibiotics. Touching it can cause more damage and will be very painful.
