Got a 4 week old Texas am quail with a broken leg . Can I use a splint and scotch tape for repair?

Depending on where the break is, a splint may work. Breaks that are very high up, near the hip usually don't splint well and may need surgery and pinning by a vet. Vetwrap or coflex works better than tape and is available

at most feed stores, and would be my preference over tape if at all possible. You can cut it any size, and it doesn't stick to the bird, making changing much easier. Make sure that whatever you use for splinting does not rub or scratch the leg, use adequate padding, and check often for swelling.
The splint needs to be tight enough to do the job but not too tight or it can do more damage or cause loss of circulation. I'm used to chickens, not quail, so you will be working with much smaller bones.
Here are a couple of links that may help. https://www.animalwised.com/healing-a-fractured-bird-leg-how-to-make-a-splint-667.html
