Bubbles around ducks eye

Hi, one of my ducks has small bubbles around his left eye. Anyone have an idea of what this may be from? He has water to wash his face in. I live in Alaska and was thinking of letting my 4 duck come in and clean them selves in my tub then let them dry off in the house. Maybe this will help with the eye bubbles?
Any help on what might cause the bubbles would be greatly appreciated.

Foamy eye is the beginnings of eye infection - bringing them in for a good splash might help (remember, no soap).

Mild saline solution three times a day is also good for early signs of foamy eye. There are medicated eye drops, and Vetericyn makes some eye products.
