I think clipping wings whether or not to do it all depends on what you plan to do with them. I don't think there's any difference between which one is tamer clipped or not clipped but there's a mighty good chance that your un-clipped parakeet will take flight and you then have to start over again. My parakeets wings are clipped because he still can fly away from me if he really wants to. Since my Parakeet is taken to school often with a twenty different people wanting to hold him I do clip his wings because we often have open windows and there are many different dangers out in the world. If I had a cat or dog it'd be a different story.
 
That's like saying God doesn't want you to work with animals. The only way you can tame them, with a true bond is by clipping there wings so they see you are safe, and won't hurt them when they can't get away. If an untamed bird didn't have clipped wings, they would just fly away from what they thought was danger without even getting to know you. It isn't a forced or fake bond when the bird calls for you and asks for your attention on it's own.

Mine loop around the house. They have clipped wings. It isn't cruel, it doesn't bother them. It is just a choice you have to make.
