Buff Orpington, Buff Rock, or???

They are both buff Orpingtons. It's normal for there to be differences in individuals.

Buff orps have white legs but, there are differences in hatchery stock.

Bigger combs are just closer to laying eggs although there is variability in comb size as well, particularly in hatchery stock.

And as for the yellow legs, if they otherwise look like buff Orpingtons, I'd chalk that up to the hatchery not selecting for proper traits. They focus more on production and let them be "breed representative" rather than show quality.
