Do you have any confirmed roosters? Because sometimes a hen will take there place if there's no roo around... That bird doesn't look like a roo to me... And my orpington rooster has no color is just head to toe buff...

He/she looks like a hen to me too, except the tail looks a little roosterish. It seems like I read somewhere where hens can crow. I am guessing there are no eggs yet? I am betting someone here with more experience than I can tell you what is going on with your little girl/boy but I am wondering if Black Orps like Chocolates develop more slowly than Buffs? Our Buff roo was crowing at 7 weeks and our Buff pullets started laying at 23 weeks. Our Chocolates are still peeping like very young chicks at 16 weeks and the one that I think might be a roo is still feathering up.
