Buff Orpingtons - is one a roo?

I have 5 hatchery chicks who are all about 5 weeks old. I noticed one of the two BO chicks is feathering differently and still barely has tail feathers and the feathers in general seem shorter and less full. So far the combs on both birds look the same. Thoughts? Is it still too early to tell for sure?
