My quail baby hatched this morning yet it still attached to its umbilical cord, there it’s lots of white stuff and blood but nothing is improving, looks very weak tried to move yet can’t as it’s stuck, is there anything I can do to help? There is also a bulge where the cord would go into the chick, I have attached a photo, any advice would be helpful!

Just let it dry off and rest. It's way too humid in your incubator there shouldn't be condensation on the top. It hurried up to get out of the egg before it drowned.
The yolk sack looks absorbed, so now just let it dry off.

Thank you, there is also white stuff in the egg with the blood, it it something to worry about?
 
I agree with BirdsBeesTrees. That bulge is the navel. it is always swollen when they hatch. It goes away after a day or so.
