Bumblefoot Question in Rooster

We just got our little hen up and running after a nasty eye/upper respiratory infection, and now our rooster seems to have bumblefoot! The vet who took a quick look at him thought he had just pulled a muscle and needed to rest. Do the pictures look like bumblefoot to you?

His symptoms: limping and black spots on his legs but no swelling or redness.

Question: Do I need to wait for the bumblefoot to get worse before I can treat it? I'm worried that maybe the plug is not fully formed yet.
