Do those DNA test tell you who your relatives are?
Yes!

Ancestry gives me a breakdown of where my ancestors came from along with current relatives alive today that have taken the test. There was an update and the breakdown has changed. I am even less german and more Irish\british than before:

I can click on the regions and see where I am from in each place. Ireland is Munster, kerry and Dingle Peninsula.

I was contacted by a fifth to distant cousin this week too!

Only those on Ancestry.com can find me. There is a big public one. I would have to upload the data from Ancestry to be on that one. The public database is the one that police are using to find criminals currently.

There are a lot of people on Ancestry though. I have hundreds of relatives on there.
