Morning @Offshoreorca, 400,000 sounds like a big city to me! There are only about 57,000 in the city I live in (and it's the 2nd largest in the state of Wyoming).
It's all contextual - I'm sure anyone from Los Angles or New York City would feel like they were in a small town
I grew up near Vancouver, British Columbia, which makes Halifax feel quite little. Our province has under 1 million people and half of them are living in this one area (Halifax Regional Municipality), so it doesn't take very long to get out into the country and woods again thankfully. I spend most of the time about 4 hours away from the city on Cape Breton Island in a community of less than 2,000 people - which is much more to my preference
