Exactly. I've kinda been waiting for this.
I've been waiting too. I was hoping that she would do corrections and keep Piper more in line. She's far too tolerant in my opinion.
Amber, my very first Doberman, I used to bring to doggie daycare once a week. One day when I picked her up the woman who ran the daycare asked if I could bring her in on a different day the following week and I said, sure, but why? She said she had it unruly pup in on that day and knew that Amber would put that pup in line. When I picked Amber up the following week I asked how it went. She said it went exactly how she thought it would. Amber went through every single level of warning to that pup before she finally let her have it. Never laid a tooth on her but put that pup in line.

Buoy is good at this too. Our older fella, Arlo, is also too tolerant. Buoy has made Salt yelp a few times, but has never hurt her - only startled her when she goes too far by making contact briefly.

Good for Bella!

DH told me a story about our first Dobe, Shadow. DH was visiting his dad and had Shadow with him. Dad (actually, dad's wife) had a small yap dog named Sapphire, aka Saphie. Saphie kept yapping at Shadow. Saphie was probably 1/8 Shadow's size. yap yap yap yap yap yap yap......

Finally, Shadow had enough. She turned to Saphie, bared her teeth, and said, "Rowf!"

Saphie ran off. She was back in half an hour, staying farther away. yap...yap...yap...

Wish I could have seen that.
