Given people's hearing tends to diminish as they age, I presume the intent was that one could have louder speakers in a building full of older folks.
The problem with us more senior people and sound is we gradually hear fewer of the higher frequencies. I can hear from 18 Hz to a bit over 11kHz now. This means we are still sensitive to bass and sub bass frequencies and of course, because I can still hear these frequencies I want to hear all of what I can.
The flat isn't too bad down to around 90Hz apart from a node at 300Hz. It's these low frequencies that travel through the buildings structure.

I have asked repeatedly of my next door neighbour and my neighbour below if the music has disturbed them; so far everything is fine.

I'm good. I plug in my headphones after 10pm.
 
Lot's of fun in the Cafe this morning.
I have set off a few smoke alarms over the years.
Never had the fire department show up over it.
Only lived in a apartment once for like a year.
All the estates run by the people who run the block I live in have this direct to the fire station system. They got to my flat in six minutes.
