Hippiestink, depends on what's in the material. As much as you can, I think you'd want to assess what's been going into that drainage, not only recently but prior to the construction of the apartments. A soil test wouldn't be a bad idea before applying even a tea to your plants, so you know what they're taking in.
 
we have a drainage ditch near our apartment that is growing a ton of stinging nettle. Anyone got tips if I want to dry it for tea? Do I still have to heat it or can I dry it as is?

Pick with gloves, tie in lose bundles hang from the stem end of the bundle in a cool dry room out of direct sunlight. When it's crumbly to the touch store it in a paper bag ( paper bags are best just incase its not totally dry ).
That's what I do for most herbs...
