We used to make skirts out of jeans. For a short skirt we would just cut the inseam open all the way around the inside leg and then sew a center seam down the front and another in the back, joining the left and right legs into a skirt. You have to lay the material out flat, in the shape you want the skirt, and draw a straight line up to the base of the zipper and sew along that line to eliminate the excess fabric from the crotch shaping.
For long skirts, we added a wedge of fabric at the bottom, center front and back to allow the skirt to maintain an "A" shape. Alternately, you can sew the center seam as with a short skirt and add a wedge of fabric in each side seam or leave one or two of the seams open to act as a slit in the skirt.
