Shanks - lightly feathered down the outer sides
Toes - Outer toes lightly feathered, middle toes free from feathers.

Yeah, so far mine look like they are wearing feather chaps (as opposed to the feather pants of most feather footed birds).

So, now that the chick is dry and I could get a better look, it definitely has something wrong with the leg. It has trouble walking because of how the leg/foot is positioned. What is wrong with it, and how do I fix it?

I would guess making a "shoe" for it might work.
Cut a piece of cardboard in a small diamond shape slightly larger than the foot & place it on the bottom of the foot.
Secure it with vet wrap or a band-aid trimmed to fit.
Replace as necessary. This gives the tendons/ligaments a chance to stretch & grow into correct position.
