I don't know anything about the grogel but, yes, uou put the electrolytes in their water - be careful, it's usually designed for much more water than you need - that's why I get save a chick - not as concentrated and easier to dose.
For the first couple of days you should give them a different source of water besides the nipples. Dipping their beaks in water in a chick waterer gets them drinking well quickly. Nipples take a bit to figure out.
