I don't mind the pine shavings. As long as you have poop boards the coops stay pretty clean. In my smallest coop I just rake up pine needles and use those. It's just a breeder coop and the birds only go in to lay. Also super easy. And free! (Not that my sand isn't too...) lol. My sand coops have the most birds by far. Around 40 birds each.
 
The poop boards will help tremendously. Great if you garden. Plus, I always have people willing to come get whatever I don't use on cleaning days. Bedding won't be an issue once they aren't pooping all night on the floor. :D
