I believe that I am allowed to have my chicken pets in the yard as long as I keep the flies down, don't have roosters and keep them a certain distance from the houses (I need to move the pen, but so far I think that's the only issue I have), and I have to limit the number of combined fowl and rabbits to 25 I think (or was it 50?). I remember carefully looking up the rules for City of San Diego and learning that I was ok. I also looked up my HOA rules and saw no conflicting information.
I treat them as pets with benefits and keep good relations with the neighbor closest to their pen.
And yes they are much quieter than my dog or any of the neighborhood dogs.
I don't have that big of a yard but I only have 2 chickens so I think I'm ok. I'd love to have a lot more, but I'm starting with the 2 full sized chickens. I had bantams last year but they were so 'chatty' and I thought I was going to annoy my neighbors, it seemed like the girls were crowing too...
