I got a no skid clearance dog/cat bowl.grab one of these things. They're great. Makes it harder for them to knock over the bowls.

You could give it a try. I can't tell what the blue stuff is made of and I have no idea what dyes were used though
Is the R word going to know to not eat the pellet litter box stuff?
Do I need to just use a pee pad for the first day or two instead of the pellets?
You can withhold some of them so you'll be able to switch out the toys every now and then to keep it interesting, but you don't need to take them all away.Do I withhold all of the toys and just only offer him one for today?
Or do I not give him any toys until he figures out that he needs to eat his hay?

He'll learn to eat it. The new hay will be exciting and if not you can ix it with the timothy and he should eat that. You could also mix some herbs in there to make it smell better.
If he doesn't eat any hay for you then take away the pellets, or at least reduce the amount you feed him and he'll start eating the hay and realize it's yummy.
Sometimes you have to try a few different cuts or types of hay.
