Can 9 month pullets molt????

One my 9 month hybrids has stopped laying for 3 weeks now but also is molting on her neck and tail? Is this normal? Thought they had to be over a year old? Could it be a mini molt?

Yep, it can happen.
Some pullets will have a partial molt at about that age their first fall/winter.
Full adult molt won't happen until about 14-18 months their second fall/winter.

Yes, I've even had birds younger then that molt. Like between 4-5 months old is the most common I see.
All chickens have a several juvenile molts between hatch and about 6 months.
