Can a fuller tail on a 2 week old mean cockerel?

I have 5 2 week old chicks, 2 of which are EE's. One of the EE's tails is much thicker/fuller, and tends to stand up more than the others, almost like a peacock. Is it too early to tell, or could this be a sign of a cockerel? Sorry I don't have any pics, but the ones I took didn't really show what I'm talking about.
 
I have two EE girlies, hatched 7/12. As they grew, I was sure I had a pullet and a cockerel, based on the larger size of one, her upright bearing, and her pinker comb. She's a beautiful pullet, though, and just more outgoing than the other now. It's hard to tell until 8 weeks or so, usually. Good luck!
 
Thanks jossanne, that makes me feel a little better. I really hope she's not, I live in town and can't have roos.

My last batch of chickens, I had two EE's, a pullet and a cockerel. I was just looking back at pictures of them, and the pullet was larger than the cockerel at 18 days old. Their tails were pretty much alike. I'm trying to remember, it's been almost 4 years, but I think by 6 or 8 weeks, I knew that the cockerel was a cockerel... he was pretty obvious. By 12 weeks, he was most definitely roo looking.
