Can a person just have male ducks?

We have the same problem in our arboretum. There you can find many mallard mutts and far more drakes than hens. All over you will find signs telling you NOT to feed the ducks, but no one pays attention. Everytime I walk there I have to inform a person why they should not feed the ducks as they stand feeding ducks right infront of this sign...

I have 3 males housed together in good sized enclosure and they do fine. I was hoping for eggs but oh well. The o my issue I have is them fighting over the pool, even though we have 2 for them. When they all want to get in, a fight starts but because all they can really do it bite and pull on feathers, it's not something to worry about. They don't fight like roosters do.
