I was going to say dutch bantam, but only if she has white earlobes...she's cute!

It is a Dutch Bantam. Notice that is has a rosecomb, not a single comb

It looks single to me, plus Dutch have white lobes and a single comb. Rosecombs have roses and huge white lobes.

I think she's definitely a OE.

A Japanese Bantam should have a leg that's about 3/4" from hock joint to foot. If you can see under it it's either not a Jap or an extremely poor one.
This bird, while much too leggy to be a Jap also does not have any of the right body type characteristics to be a Jap. She's absolutely a Black OEGB.
