A Japanese Bantam should have a leg that's about 3/4" from hock joint to foot. If you can see under it it's either not a Jap or an extremely poor one.
This bird, while much too leggy to be a Jap also does not have any of the right body type characteristics to be a Jap. She's absolutely a Black OEGB.
