I have had chickens for years, and have had roosters for years, and they are a long ways away from my house. Then the sound is rather nice and easily ignored. I would not want a rooster next to my house.
If you truly live in a backyard set up, with neighbors near by, I think you and the rooster would do better with the rooster gone to another place. You are squeezing a square peg into a round hole.
The rooster is going to crow, and a close neighbor is not going to like it. Expecting either to act differently is unrealistic.
