Outside temps will affect the inside temps so thats why you need the thermostat too, if it warms up it senses the inner temp goes up and it just works a little less harder, wont kick on the heat again until it starts dipping.
 
I will never understand the fascination with building an incubator with something that may or may not be the right part/parts. The wire element that you need is about 5 or six bucks, I think about 15 if you need the insulators as well. You will need some kind of insulators for your element, especially with the about of watts you will be running. The one used in most cabinet incubators is 150 watt. A toaster has to be way more than that.
 
I use a 1000 watt hair dryer in my incubator an a 1800 watt space heater in my brooder. The incubator is a fridge an the brooder is a freezer so they are well insulated. Both together cost me about $10 a month to run.

A toaster in an incubator with a thermostat should not get anywhere near as warm as it would toasting bread. So it should be less of a fire hazard in an incubator then it is on your counter cooking breakfast. They also have a overheat safety built in just like a hairdryer does. That being said, check your batterys in your smoke detectors.

Not sure how sorry, never messed with the house ones. I'm still not looking forward to going and upgrading the thermostat on my gqf cabinet (when in doubt get a geek to help).

Hate to sound preachy, but please get yourself some smoke detectors, they arent expensive and every house should have them. Doing experiments like you are you should get extras.
It really sucks to have your house burn down, but its worse to loose your family in it as well. At least if you have some smoke detectors they could wake you up if say a fire happens in another room and give people the chance to get out instead of dieing of smoke inhalation. Knew someone who lost a child in a fire, the smoke detectors had no batteries in them and while they were taking a nap one of the kids accidentally started a fire, the baby died. The older sibling was not very old but I can't imagine the feeling of guilt he must have gone through because he started that fire.
