I just read an article on sex reversal that talked about how sometimes a hen may actually have a sex change and become a rooster. It's very rare, more than likely you have a rooster that is just coming into it's own later than the others.

According to the sex reversal article, it has been reported that a sex reversal hen was able to father offspring.

Yes! Hens can crow. My silver sebright would crow! She started as a young pullet and I thought I was going to have to find her a new home since roosters aren't allowed where we live. But shortly thereafter, she began laying eggs! She crowed every morning just like clockwork.

What’s up with the tail?

Some roosters are slow to get a tail. Does it have the tail nub? Time will tell if you get an egg out of it, but generally pullets don't crow.
