can you give egg shells to chickens that are not laying?

can i give my chickens egg shells but only one is laying. they are 17-20 weeks old
 
I've given my chickens COOKED eggshells. I have been told this causes the chickens to eat eggs. That was never a problem until my hubby cut the food rations to a minimum, and my treats supply has dwindled( no money, no food inour house.)

I scramble eggs with left over veggies and bread thrown in. crush the egg shells and mix it all.. they love it...especially the little chicks. I make sure there crushed and dont resemble a whole egg.
 
I would be sure to crush them up reallly good so the shells dont resemble eggs so they dont get the idea to start eating there own eggs once they start laying..
