You can be sure by how big and developed his comb and waddles are for the age you state for one thing. The other is that in barred breeds the males will get two copies of the barring gene giving their white a wider appearance than the black... you can see that starting on his neck but he still has some coming in to do. As he ages he would eventually crow and grow pointy saddle feathers like this...
But he isn't mature enough for those yet. Actually he still has grey chick eyes so even his eye color isn't in yet.
You might be able to narrow down sex link or Rock by shank or skin color... but it really is irrelevant as you can't have him for much longer in your described situation. Not sure how long you have had him or where he came from, but hopefully you weren't taken advantage by someone in the know.

Please when you rehome him... plan ahead and get at least two (preferably 3 in case something happens to 1), sexed female chicks from the feed store next season once you are moved that way you have less risk of roosters or disease for your new starter flock... if that is an option that is available since I can't tell your location. Maybe put that in your profile to help people make valid suggestions in the future.
