Actually, the base of feeders and waterers should be level with their crop.
Here's a pic with elevated feeders on pavers. Waterers arnt in the pic but they are elevated as well.

I'll see if we have extra bricks of that type. But most of them are used as steps for the hill leading to the firewood pile.

Okay, the chunky stuff was removable, & looked different then feed. I'll watch, & see if it returns, or not. It looked like chunky dead skin.
