Changing in Eau Claire

Hello I am wondering how I can propose to change the ability to have fowl on my property? I currently have my girls and a family members house but I would really enjoy having them at my house. I have a one acre yard and my closest neighbor knows that I had chicks and she said she wouldn't mind me having them at all and that she would also enjoy them, and was talking to me about letting them in her yard to keeps the bugs down. along with my neighbor behind me. what should I do to change this? what can I wright up to send to the council? thank you
