Shame if it someones pet or their "food" -chicken eggs etc. and they're being taken care of and out of everyones hair.
Doesn't seem quite fair that some free ones are allowed to damage everything and the pet ones are banned.

The way i see it, the chicken in the city has many benefits for the city dweller and the municipality.

First, green food scraps can be fed to the chicken(s) easing electricity (garbage disposal..etc.) , environment (landfills, waste management..etc.) and turned into a good source of manure for flowers and/or vegetable garden.

Second, it's a great lawn pest control. (mosquitoes..) No need for fertilizers thanks to chicken manure.

I think any home owner or a renter with a landlords approval should be able to own a set ammount of chickens. Wether or not roosters are allowed could be desided by local governments, but 3-5 hens should be allowed nationwide.

City people and noise. It seems as long as the noise is mechanical it doesn't bother. Cars, trucks, sirens etc, but God forbid a living creature should make a noise. Thats unacceptable.

Right but chickens dont really make that much noise, granted a rooster makes noise at day light. But my theory is it's time they, the whiners, get their tired arses out of bed.
