Chick always hungry, not growing

I have a gold laced wyandotte chick that is always eating and always acting starved but not growing. She is now 5 weeks old. I am including a picture of her with a barred rock that hatched the same day. Any advice??

My guess is there's something internal wrong with it. Generally those that fail to thrive eventually pass. I did have one last year that hung in there and eventually caught up.
