Chick not drying in incubator

Hello! We have only one chick that hatched so far. He or she is 10 hours old. Still air incubator. Humidity is kept between 60 and 79 percent. Send to be getting wetter and not fluffy at all. Should I move him to the brooder? Wobbles around, cheeps at me, and ect.

The thing is, she is probably mostly dry. But there are little casings (I think it's egg white) over her fluff, holding them down and in position, and they're not going to fluff while they're there. In a dryer environment, they dehydrate and fall off more quickly.
