Chick Not Eating or Drinking

This is my first time hatching baby quail and I have a variety of different types. My tuxedo quail, though, hasn't been eating or drinking. He is 5 days old and while I can give him water through a dropper, he won't take any food. I didn't have this problem with any of the others, and I know he can reach the food. I tried leaving some in front of him but he won't take it. I don't know how long he's gone without eating or drinking, but he won't open his eyes anymore and I'm getting worried.
 
This happened with my chick once. All I did was I crushed up her food really small, the added water until it became a paste. Then I pit it in a syringe and bottle fed it to her 2 times a day. Also dip her beaks into the water and food again to make sure she knows where it is. Hope this helps!
 
oh so I had issues with them and this is what I did and general what I found online:

When they just hatch they are sad bumbling potatoes and you will need to just spread the feed on the ground in front of them because its hard for them to eat out of feeders. Mine had trouble understanding it was food and I had to simulate a hen pecking at food with my finger and nail.

For water I had the lids of jars that where only half inch deep and filled them with water. Even then I knew I had to keep them hydrated so I took an eyedropper and began by pressing the eyedropper water against the side of their beaks until they began drinking out of the eyedropper whenever it came by. When they trusted the eyedropper I would put the eyedropper over their water dish to teach them where another water source was.

Here is something very important for them: Baby quail especially will drown easily in water dishes so they must all have pebbles at the bottom so they don't drown! Only remove them once they are ready.

Also also forgot to add another thing! Grind the food up a bit, at that age they cannot swallow the full pellets even in the chick starter food. Mine had issues not getting enough nutrients until I began grinding up the food to where thye then began taking to the food and growing.
