The lack of feathering is due to the poor diet your bird has right now. I believe this was already explained in a previous topic to you.

The chick looks unwell and weak from poor nutrition. Chickens were made to eat chicken food not human food

i have raised two chick the first was fully feathered but he died from heart attack
so it is not about nutrition its in genes still the word (nutrition) i will keep in mind

When there is no starter available the best thing to do I believe is give layer pellets (this isn't exactly ideal but I've heard of many people doing it and it works) then you could add a little extra protein with some egg or mealworms.starter feed is not available so mix eggs with cottage cheese and rice
