Hmm, not sure what heat in Virginia is like. High humidity? We had the warmest summer on record here in Norway (yet it rarely got over 32 ºC, with usually low humidity). As long as they had shade and water they were fine with it. But, above 28C they got a lot less active and started holding their wings out. I guess dark feathered birds can get hot quite quickly if there's no shade to hide in?
 
Most of my birds hold wings out and pant when it’s over 85 F or so. They have many areas of shade and add frozen water bottles to water. Even use a small kiddie pool for them to cool thier feet but summer here usually in 90’s but extreme humidity makes heat index over 100 often. Fahrenheit
