My chicken fluffs up when on a couch or carpet and scatches the ground
3 months of age

I agree - totally normal. Your fella is wanting to take a dust bath. As @aart mentioned - does he have access to any dirt or the outdoors? If he doesn't, then you may want to provide him with a place for bathing.
