The poster didn't say that she thinks it is okay to let the dogs run free and wreck (try wreak) havoc on other peoples' property with no consequences. She said:

That seems sensible, even though it may irritate a person. Of course stray dogs should stay off your property, but they are going to come on if you set the poor chickens out as bait. I believe the point is that you shouldn't have to fence in your property, but it would be wise to do so.
Remember it's not just dogs, it's other things too.
I hate idiots too, but we're supposed to be civil and not imply that anyone on here is one. You should read some of the other threads! There was one today about a woman that fed bears and encouraged them to come around and they ended up killing a bunch of her neighbor's turkeys. Now that's an idiot.
