Moreover, according to the letter Jody got back from the DA's office, the DA seemed more concerned with the firing of a weapon within city limits than with anything else. Assuming the DA and Police Dept. know where the city limits begin and end, that would mean Mr. Harris killed a dog for chasing chickens within the corporate limits of a city...which would seem to be an extremely direct violation of ORS 609.150 (3).

I'm not so sure about the part I bolded in your statement, only because it is my understanding that a corperate limits of a city would be a business district or downtown area. City limits just means within the city in general. He shot the dog on private property, not in coperate limits, which according to their law is legal.

Please correct me if I am wrong, but if you do correct me, please explain and give good definations. Lol I want to learn, not just be told "you are wrong".

It's astounding how people through this thread have extrapolated the dog's behavior, based only on the presumed fact that it was on Harris' property when shot. Without anything to support it we've read that the dog was probably jumping on the coop, barking and it was even a danger to children. The dog's owner has been demonized beyond reason.
In the mind of most people in this society a dog can be very special, almost like a member of the family. Again, for most people, a chicken is just a chicken. No different that the ones that come in a bucket at KFC. In this society we eat chickens but we don't eat dogs. The relationships just aren't the same.
IMO Mr Harris sounds like another word for donkey.

My understanding, however, is that when a city incorporates, it's the entire city. The incorporation is basically how the city is constituted...it's the 'definiition' of the city, if you will, kinda like the US Constitution is the 'definition' of the US.

If I'm right -- and I'm fairly sure -- the 'corporate limits' are what us non-incorporated-city-dwellers would recognize as the city limits, and vice versa..

In other words, interchangeable terms.

Someone should certainly double check me, though..

That's true, but I wonder how he could've known? I mean, I thought the time line was that his dog went missing, he got in his car to go look for it, and ended up at Harris' house to see Harris talking to a police officer after shooting the dog. Gapp wasn't present when his dog was shot, so he couldn't know what the dog was doing.
