is it possible to make a raised chicken run

You could have a solid bottom built up on stilts, kick boards around the sides and put down sand. You could also provide a suspended wire bottom, but the chickens wouldn't like that as well (wire on their feet, no dust bathing areas, no place to scratch, etc), you could also do a cement pad and then add bedding.

Of course when I read your title "chick run raised", I was picturing kids raised in a chicken run
