Chicken with foot problem

This was noticed first before they were put in the coop outside. This particular chicken has always been the smallest, we names her pee-wee, haha. But she was the only one that got pasty butt and still gets it stuck in her feathers but not on the vent. She continues to have runny poo sometimes. We do the organic apple cider vinegar in their water. She just seems to always have a health issue :(
 
How’s the drainage?
Your profile doesn’t give a geographical location. Is it hot and dry where you live? Cool? Rainy? Do you rake your run? Periodically add some fresh sand?
Generally chickens require about 10 square feet per bird in a run. This is for their social well-being as well as sanitary conditions.
Soaking in a foot bath of epsome salt certainly wouldn’t hurt as @drumstick diva suggested.
 
I live in TN. She's 8 weeks old and have been outside roughly 3 weeks. She had it before moving to the coop but wasn't limping. We had tried soaks during that time and wasn't able to remove much. We noticed the limping today. After soaking in with the salts I was able to scrape out some stuff from where the natural creases are.
 
Wow! At only eight weeks of age, she’s practically a baby still! I missed this! Gosh, I’m stymied! I went back and reread the whole thread.

All along I was envisioning a full grown bird that we were discussing, not a pullet!

This changes my thinking completely.

Why is this hyperkeritosis like condition just affecting one foot?
Were her baby down feathers different from the other chicks?

Is this an illness, leg mites just affecting one foot (because the scales on that leg DO look slightly different than the other leg), a result of an injury or irritation or does it have a genetic component ?

Do you remember what kind of sand you installed in your run? Although I doubt it would affect only one foot of one pullet.
At the softest end there’s “play sand” but there are a bunch of kinds and some are called “sharp” sand like for putting down under pavers for patios.

We have the multipurpose sand. I had read that the play sand wasn't good to use. As a chick she had more balding spots and was the only one that was affected by pasty butt. She still has liquid poop and sometimes it's just water.

Poor thing may have been "hatched" with problems that may not be able to be fixed, so to speak.
I have no idea what this could be with her foot, it looks to have been born with a deformity, if she didn't cut that foot open somehow.
The bottom of it just doesn't look right.

I am not sure that you can do anything more than what you are already doing for her.
I am sorry.

Thank you, I know there could be a possibility of her just having deformities and/or health problems. Maybe we can help her to still have a happy life or at least for as long as we can.
