I do not think it is mites anymore but using something like this:When I was cleaning her feet last night it seemed like the "pads" of her feet had growths and in the crevices was some trapped poop/dirt. That's my best guess. The pads on the toes even have weird looking growths. So if by chance this is mites, would that only effect one leg and not the other? I could do the baseline just to see if it helps. Do we wrap her foot after application?

Usually it’s genetically based and has to do with a over abundance of keratin formation by the body.
Sometimes it’s related to inability to use zinc.
Another kind is carried by a type of tropical/subtropical sand flies. -I hardly think you are having them in Tennessee.

You can spray daily or every few days for a week or so.
It will smother mites if they are there...(I still don't think so but it's worth a try)
