I don't think it will help you to get OTHER city's code though. All over Seattle, it is legal to own up to 3 hens.
I have not had a chance to read your link to your story but how long did you let the rooster crow before the law came down on you? That might be part of why they are pushing you now if it was a long battle for you to decide to give up the rooster?
We have a pet shop here that sells chicks through the spring and summer but most places, feed stores included, quit selling when school starts back up.
I know for myself, I am over my legal limit on pullets so if I get a noisy one, that one HAS to go and goes pretty quickly. Now the troublemakers have been replaced by docile breeds so hopefully, no more screamers!
