You may be right about all birds sold but the 12 rule is for chicks under 4weeks old.
I think the vendor # is to assure that the sheets are turned in at the end of the swap.

maybe, i am just saying its not a state requirement. i only worry about the state, want to make sure we get the correct info out there to others.

ETA: I know for NH people to bring birds in to MASS they need to be NPIP tested and all birds being sold must have a health certificate (this is what the mass dept of ag told me last week) She said she was also pretty sure any birds in MASS being sold (even if from MASS) needed health certificates also.
