Can you put them some where other than the basement? I would try putting them somewhere else for a day or two to see if they improve. This would help rule out issues of a gas leak or draft.

My ambient room temperature is 80 degrees with the heat lamp warming an area in the center of the brooder to about 93 degrees. AC vent is blocked off and there are no drafts. If your ambient room temp is 65 degrees, it would be very difficult to get the brooder temp up to the 90-95 degree range (high end is better according to resources).

When I got my 27 chicks home the first thing most of them wanted to do was take a drink and then begin eating and THEN explore their new space. So far, so good. We're at a week and except for about 4 pasty butts out the bunch, there's been no problems so far. I did get the electrolyte/vitamin mixture from McMurray when I ordered, put sugar in the first two gallons of their water.
