Chicks fully developed not hatching pipped

some have pipped and died some have not after 24 days we have opened them up and there fully developed and this is under a broody hen can you please help

is this the hens first time???
sometimes it is not meant to be.... i had the same thing happen a couple years ago to a first time hen
i don't know what she could have done differently since she got them all the way to the point of hatching....

But its also in the incubator fully developed chicks just not hatching

I’ll give you a link and cut and paste a section out of it. There are several possible causes if it is both in the incubator and under the broody. You might see something here that you think would be the cause. If it is both under a broody and in the incubator, that leaves some things out.

1.Sign: Not pipped. Full-term embryo, large yolk sac; yolk sac may not be fully enclosed by abdominal wall, may have residual albumen. Causes:
