It isn't just the size of the points, the whole rabbit is different (the Himalayan is one of the foundation breeds used to develop the Californian, which is why they have the same coloring). The Himalayan is a smaller rabbit, with a longer face and long, cylindrical body. The Himalayan is the only rabbit breed that is posed stretched out. The Californian is a much larger animal, with a fuller, meatier frame.
In that pic, Richo's points don't really look chocolate to me. The points on a Himi (or Cal, or Pointed White) aren't a true black, they are more of a dark, dark brown. They also sun-fade very easily. I think he'd be considered a black, rather than a chocolate.
