Cited for my2 pet hens

We have had our 2 hens for about a year, and just yesterday, we received a citation from a code officer that said we had 10 days to remove them or be fined and maybe prosecuted. The regulation states:
Chickens not allowed to be raised within 200 feet of neighboring property lines in this dstrict.
I live in the City of John's Creek in Georgia. It's a subdivision with 1/3 acre lots (not big enough to meet the requirement)

No neighbor voiced any concerns nor complaints to me, until I received this notice.

Fortunately, I have a friend who has a farm and I have left them with him. But these chickens are my pets. Any advice would be appreciated. They are hens, not roosters. My children, and the whole family is devastated.
