Some Release, sell some to others breeders, Some go in the freezer ,game birds mostly......Sold some for pets. Just about done ,due to my health. Like my pet whitetail , only need one permit, for all.

I will give it to the game warrant, thery have a risky job, more than police. Just about every person they check, is armed. So many don't know the right they have, and may shoot them for tresspassing. Game warrant may be right , but dead right. Here most of the time, they will waiting by the road ,at your car or truck.

A very dangerous job indeed. They also can take your guns from you if they deem you are breaking the law. I have known several Game Wardens and I have seen the tools they use to catch poachers. The animatronic deer on the road side is the one that gets em every time! Game Wardens and Texas Rangers are the high end of law enforcement here and they have the power to do what all other law enforcement can and a little more. You are right though, they usually stay at the road because they dont want to wander off into unknown territory and get shot at.

Home Owners Association~~They are not government employees, and since they showed badges file charges for impersonating police officers!
They usually meet once a month. You should be able to go to the meeting to identify the persons involved and get their names to give to your local magistrate or police to file charges.

Some of our local cities do have volunteer code enforcement people. Unless they live in an HOA community, I wouldn't think they are HOA people.

If the OP gave them permission to come onto the property, it wasn't an illegal search. If she had told them they weren't welcome and they still came through, then it would be illegal. I do think that they should have identified themselves better. I would call the city to make certain that they were truly city employees and then file a complaint about their lack of identification if you feel it is appropriate.
They mislead her, either deliberately or through lack of knowledge, and THAT makes it illegal. She did not know or understand that she had a right to refuse them entry. This is VERY much like a law enforcememnt officer interrogating a person without reading them their Miranda Rights.
